Covenants are useless outside of Shadowlands anyway so its not that big of an issue. They only mention this if you want to open the Covenant for your drac'thyr. Drac'thyr still get to choose which expansion to level in. You don't have to do the Shadowlands expansion to level your drac'thyr to 60. Guess my drak'thyr is going to be unused then after I get the starting area done for them till dragonflight, real shame too, not going to bother to do the shadowlands campaign in its entirety again. This also means that all new Evokers who wish to open Covenants during Pre-Patch will need to complete the Covenant campaign storyline, rather than being able to shortcut through Threads of Fate. She will then offer the follow-up quest Choosing Your Purpose, so the 60 can pick up their Covenant right away.
